Baltimore’s cigar rooms are neighbourhood institutions rather than destinations. Maryland’s smoking law exempts tobacconists that were licensed before 2007 and earn most of their revenue from tobacco, so what you find here are shops with lounges attached — a humidor at the front, a dozen leather chairs behind it, and a group of regulars who will talk to you whether you want them to or not.
The city itself has the older shops, spread from Fells Point out along Belair Road and Edmondson Avenue. Towson, Cockeysville and Owings Mills to the north have the larger ones. And out toward Bel Air and Aberdeen there is a cluster that most Baltimore smokers never visit.
Every venue here is a cigar business first — a lounge, a cigar bar or a tobacconist with a real humidor. General smoke and vape shops are left out.

Yes, in tobacconists. Maryland’s Clean Indoor Air Act exempts shops licensed as tobacconists before September 2007 that earn most of their revenue from tobacco. That is why almost every cigar room in the region is a shop first with a lounge behind the counter, and why a bar cannot simply add a cigar area. It also means the venues you find here tend to be long-established rather than new.
Most do not. The tobacconist exemption does not come with a liquor licence, so the standard arrangement is bring-your-own: the shop provides glasses and ice, sometimes coffee, and you bring the bottle. A handful of the larger suburban rooms hold a bar licence and serve, and those are the exception.
Less than in most large US cities. The usual requirement is simply that you buy a cigar — commonly one per person — rather than a flat fee. A few venues run annual memberships with a locker and priority seating. Where a cutting fee applies for outside cigars it tends to be modest. Ask at the counter when you arrive.
At a shop counter, a few dollars if someone has walked you through the humidor and cut for you. Where there is bar service, tip as you would anywhere else. In a bring-your-own room where you have taken a chair for the evening, buying a second cigar from the humidor is what keeps you welcome.
