Philadelphia is the only city in this guide where crossing a bridge changes what you are allowed to do. Pennsylvania’s smoking law carves out cigar bars and tobacco shops, so Center City has genuine cigar bars with full liquor licences. New Jersey, ten minutes away across the Delaware, permits only tobacco retailers — so the South Jersey rooms are bring-your-own without exception.

This page covers the whole Delaware Valley, which means three states. The result is a metro with two distinct cultures. Walnut Street has the grand old bars and one of the oldest cigar businesses in the country. The Northeast, Bucks County and South Jersey have the shop lounges, and they are cheaper, larger and generally friendlier.

Every venue here is a cigar business first — a lounge, a cigar bar or a tobacconist with a real humidor. General smoke and vape shops are left out.

FAQ

Can you smoke cigars indoors in Philadelphia?

Yes, in more places than in most large US cities. Pennsylvania’s Clean Indoor Air Act exempts tobacco shops and licensed cigar bars, which is why Philadelphia has genuine cigar bars serving full cocktails rather than only shops with seating behind the humidor. Ordinary bars and restaurants remain smoke-free.

Why are the New Jersey lounges all bring-your-own?

Because New Jersey’s law is stricter. It permits smoking in tobacco retail establishments but does not create the cigar bar exemption Pennsylvania has. A South Jersey lounge can therefore sell you cigars and give you somewhere comfortable to smoke them, but cannot serve you a drink. Most expect you to bring your own bottle and will provide glasses and ice.

What is a cutting fee, and should you expect to pay one in Philadelphia?

A cutting fee is the charge for smoking a cigar you did not buy on the premises. Around Philadelphia it is more often expressed as a minimum spend — ten to twenty-five dollars at the bar or from the humidor — than as a flat fee. Some rooms ask for a two-cigar purchase instead. Ask at the door rather than at the end of the evening.

Do Philadelphia cigar lounges have a dress code?

A few of the suburban rooms do, and they enforce it. Reviews regularly mention people being turned away in tracksuits and hoodies at venues that describe themselves as upscale. City-centre bars are generally smart casual in the evening. The shop lounges have no dress code at all.

How much should you tip at a cigar lounge?

At a cigar bar with table service, tip as you would anywhere: fifteen to twenty per cent. At a shop counter, a few dollars if someone has walked you through the humidor and cut for you. In a bring-your-own lounge where you have taken a chair for the evening, buying a cigar or two from the shop is what keeps you welcome.

Do you have to be 21 to enter a cigar lounge in Pennsylvania?

Yes. Pennsylvania and New Jersey both set the tobacco purchase age at 21, and venues card at the door. Bring identification.
