Washington is three cities pretending to be one. The District, Virginia and Maryland each write their own smoking laws, and all three sit within a half-hour drive of the Capitol. That is why a cigar bar on 15th Street operates under different rules from a lounge in Arlington, which operates under different rules again from one in Bethesda.
The District itself has fewer rooms than a capital city should — the 2006 smoking ban left only a handful of grandfathered cigar bars, and the rest are tobacconists with seating. The suburbs are where the volume is: Virginia along the Beltway and out through Loudoun County, Maryland from Bethesda up to Frederick and down toward Waldorf.
Every venue here is a cigar business first — a lounge, a cigar bar or a tobacconist with a real humidor. General smoke and vape shops are left out.

FAQ
It depends which side of the line you are on. The District banned indoor smoking in 2006 and grandfathered a small number of cigar bars that were already operating; no new ones can open, and everything else is a registered tobacco retailer with seating. Virginia permits smoking in structurally separated, separately ventilated rooms, which is why several Northern Virginia venues have a dedicated cigar room upstairs or at the back. Maryland exempts tobacco shops and cigar bars under its own rules. Three jurisdictions, three answers, all within half an hour of each other.
Not in the District. Northern Virginia along the Beltway — Alexandria, Arlington, Falls Church, Vienna, Fairfax, Reston — has the largest concentration, and Maryland’s outer suburbs toward Waldorf and Gambrills have the biggest rooms. The District itself has around a dozen, and several of those are shops rather than lounges.
Less than in New York, more than in the South. Several venues ask for a minimum purchase from the humidor — commonly twenty-five to fifty dollars — rather than charging a flat fee. A number of the Maryland and Virginia rooms charge nothing at all beyond the cigar itself. It varies enough that it is worth asking on the phone before you drive.
Yes, more than in most US cities, and a couple have waiting lists. If you see a venue described as a club rather than a lounge, call before travelling: some admit guests of members only, and turning up without one means being turned away at the door.
Where there is bar or table service, tip as you would anywhere: fifteen to twenty per cent. At a shop counter, a few dollars if someone has walked you through the humidor and cut for you. In a room where you have occupied a chair for the evening, buying something from the humidor is what keeps you welcome.
Yes. The District, Virginia and Maryland all set the tobacco purchase age at 21, and venues card at the door. Bring identification.
Moderately. The District applies a substantial tobacco tax, so a cigar bought downtown will usually cost more than the same one in Virginia. If you are buying boxes rather than singles, the Virginia and Maryland shops are noticeably cheaper, and several of them have larger humidors than anything inside the District.
